Of course, back on topic slightly, your ping will improve if you're not downloading things in the background. I'd strongly recommend making sure that you haven't got YouTube, Netflix, or *other* services that use your bandwidth.

So I Spoke With Tech Support Few Days Ago And Sorted The Issue (Kind Of) they didn't detect any issue on their side or my side so she just did reset my router  

Good News:  The tech said that there is incoming project to improve the internet where I'm living  (if it's true they gone start it in few months)
