Park Rangers - Hunters have access to scissors

With the latest update Scissors was added to the Park Ranger armory, which is quite helpful to us. 

I don't know if it was an oversight but Hunters (level 1) also have access to this, shouldn't this be Trainee Ranger+ (Level 2 - Level 5 only).

Excellent news! This has now been fixed by the development team and will be released in a future server update.
