Paleto Courthouse - Vehicle Transfers

Detailed Suggestion:

Add the same options to Paleto Courthouse as the city Courthouse. Allowing players to pay fines & transfer vehicles to each other here. 

Ideal location would be this desk for it I think.

- Easy or access for players

The Cons:

- None?

Does this suggestion change balance on the server ?
