Option to put a seat belt on restrained people inside of a vehicle

An option that would appear to put a persons seat belt on them if they have/can't do so themselves as if would reduce players flying out of your car cause they didn't press K. It could have to be done outside the way the new option to get into the boot of a car is or as an option while in diver/passenger seat

Or just automatically put the seatbelt onto restrained people being placed in vehicles with no input required from the police. Would hopefully make it easier to implement as there wouldn't be a need for new UI.

I think @Alfred's solution is a bit cleaner, with the current system we can have up to 3 prisoners in one vehicle (if there are enough seats) So making popups for each prisoner can get very messy (plus more complicated to implement). I think we previously discussed automatically putting the seatbelt on but it wasn't properly written down as it was before our current project management system. Also most likely adding that we will remove the option for prisoners to take it off themselves, as this could potentially be abused.
