New islander here, with a few questions

Greetings, 

My name is Alicks and I arrived on the amazing island not more than a day ago, but since my arrival I have stumbled upon a few mere confusions with the infrastructure and so on. I want to make sure I do not accidentally break any rules, as I do not want to make other islanders time unpleasant.

1. Firstly, if I were to purchase a car, what are the game mechanics around it? For example, if it gets stolen, does it return to my garage after server restart? If it gets destroyed does it get returned to my garage after server restart? Is it possible for it to be retrieved after being stolen or destroyed? I want to understand the risks of buying an expensive vehicle and using it.

1E) Any threat to any person or the community a ban will be issued and depending on the context of the threat we will fully assist the UK police with their inquires.

What does this limit to? For example if I said, in RP, to someone who had just stolen my car, but let me live, that I will get revenge, someday, would this be against this rule? I know it seems like an awkward question but I am not sure about the context of some of the rules.

I don't exactly understand the premise of the looting dead bodies rule, does it imply that it is forbidden to search a dead body under any circumstances?

As for flipping a vehicle, I don't exactly understand how it can be misused and I am afraid that I may accidentally misuse it.

If I were to be, say, chasing someone (be it as a police officer or otherwise) if they were to get out of their car to open fire on me, is it against the rules to hit them with my car? Even when in RP and combat?

Am I allowed to 'warn' or 'notify' police of a potential illegal doing? For example if I had overheard a robbery take place, but the robbers drove off, would I be allowed to inform the police that there are robbers in x area?

4C) Using tilde key for anything other than identifying people who break rules

What is this tilde key?

What are the mechanics around New lives? After dying, do I lose vehicles / properties? Do I drop all money I had on me? Do lose keys from my keychain?

and lastly, 

are any of you aware of how I may fix my OBS. As of right now it refuses to record Arma 3, and merely records a blank, black screen. After googling it, I haven't found any solutions. I assume that, as many of you islanders record on a regular basis / are aware of how it works, so any help with it would be appreciated as I would love to have a recording device present to help the fight against rule breakers. 

Any responses would be much appreciated.

1. Your vehicle will always return to your garage after it has been stolen/impounded/server has restarted. UNLESS it has been scrapped at a chop shop or the police scrap it.

2. This is difficult to say, depends if you see each other a long time after or you've died/ know them well enough to be able to roleplay your way through, obviously revenge won't always mean a bullet..

3. Looting a dead body, for example taking their clothes/gear that the script would otherwise stop you from taking. It is allowed to take their handgun or weapon if it is on the floor and you are given the option. You cannot access the dead persons inventory under any circumstance. You may loot he brown bag that appears, as you are given the option (windows key)

as for Unflipping you cannot do this unless your car is glitches/upside down. Abusing this ( standing in kavala main road and Unflipping passing vehicles) is bannable as it is considered trolling.

4. That rule is to stop gangs or individuals from texting the police saying 'any police seen within 1km from this location will be engaged.' As this is fail roleplay at its finest.

you can tip the police off ' there are 3 heavily armed rebels in ghille suits in a red off-road headed to kavala from agios. They just killed two hobos and look to want to kill more.'

5. Tilde key is the option to get the formation etc on arms, next to the 1 on your keyboard. This option allows you to 'metagame' ( know the players identity and using it to an advantage; e.g a well know gang member, that hasn't engage in roleplay with you, whilst his gang members engage you.

6. When you die you will lose everything on you (money and inventory items/y or t menu items) however keys to houses/cars/trucks/aircraft will be kept. ( until restart, however you will always have house keys, to get car keys you must take your car out of the garage or get given keys from another player) 

you will always keep your licenses, you cannot have them stolen/revoked unless you have a bounty hunter license and you get sent to prison, thus causing you to lose the license because you have broken the law.

And I do not know how to fix OBS, I use shadow play, but I never record because it affects my frames.

Rule 1E means threats out of roleplay, for example in TS saying that you might DDOS the community or someone or something similar, Making threats in roleplay (On the server) is perfectly acceptable.

So is it possible to take their clothes / gear or is it prevented by the system?
Does that mean I can pick up a gun if it drops, but cant loot a gun from a dead body? 

So you say I cannot access the persons inventory, does that mean the system literally prevents you from looting it (like, removes the option) or do you have to do it out of your own knowledge of the rule.

So, as a synopsis, I CAN'T loot dead bodies under any circumstance, but I CAN loot the brown bags by their body, and take any weapons dropped that are not gained by looting their body/inventory.

You may take their pistols if it gives the option, or their primary weapon of it gives the option. You may also take their binoculars if it gives the options and I believe you can rearm at their body of it gives the option. You cannot spam/glitch their inventory to gain access, as there is a script in place to prevent this.
