My friend has just got a pc and arma 3 but it won't let him join

My friend has just got a pc and arma 3 but it won't let him join. does he need an amount of hours or something ?

he does not need anything, except a microphone and a pc that can handle arma. 

can you get into more detail, are there any messages coming up when trying to join?

Thank you for the quick response, It is all working now must have been a glitch. Before whenever he clicked civ it kicked him out saying no new steam accounts

to join the server you also need an x days old steam account
