The idea occurred to me while staring at TeamSpeak and being blasted by a forgotten memory of the whisper system the police used to use to talk to each other in different channels in Arma. It was not perfect, but it did allow for some level of organization as not everyone had to be in the same channel. As it currently sits everyone needs to be on the same radio frequency in-game to speak with each other. This can be chaotic and challenging for someone like the police because it can be very difficult to coordinate when 20 people are all on the same frequency dealing with the same situation or a situation that splits off the original incident and still requires cross coordination. It causes confusion, delays in processing while details are sorted out after the fact, and downright devalues roleplay in my opinion due to the previously stated factors. Sometimes the chaos of someone calling out something incorrectly on the incorrect frequency can derail a roleplay scenario and chaos and confusion ensues.

I can't speak for gangs or other groups, but I'd assume they're experiencing similar issues when they're all stacked up on a frequency during any of their activities. It can be frustrating, and I don't think this frustration is unnoticed by anyone. My suggestion is the ability to broadcast up one or down one in relation to the channel you're on. So, if you're on frequency 2 you can broadcast up to 3 or down to 1. If you're on 335 you can talk to 334 and 336 respectively. This is roughly the idea and I'd love to see if anyone can improve the idea. I think this could allow for greater coordination, increase roleplay by enhanced coordination, and decrease frustration.
 
Emergency services senior, sure why not? The silly people on channel 23 nah....
