Brief Summary: Another Public Parking garage outside Vespucci Police Station

Detailed Suggestion: Add another Public parking outside Vespucci Police Station ensuring vehicles can be stored there for usage by Public and Officers, especially as more officers are now starting to use Vespucci Police Station again, additional parking for personal cars would be extremely welcomed, this may also encourage more civs to use/enter the Police Station
