I understand that it may cause issues as far as criminals  and stuff just being able to change their name easily, but as it is, apparently you can only change your name for witness protection or in the event of marriage?

As someone who has gone through a legal name change IRL (the reason is irrelevant, but it was neither of the above), I can confirm that legally changing your name is as easy as writing on a piece of paper that you're changing your name, and have a friend with a job sign it to confirm that you use your new name. 

IRL, you don't even need a reason to change your name. You can just do it if you don't like the name your parents gave you, so I don't see why there's so much restriction in game 

 
If it logs the name change showing previous and new name on the PNC then sure +1

 
Agreed aslong as the PNC can show it then that would make sense (not a cop) otherwise it would be to easy to avoid the police, but I have allways wondered why there isn't a NPC in town hall you can go to and request the change, just have it behind a fee so say like £50k to request a name change

Could have it like the number plate changes so someone in the government has to approve the change before it goes through but I see no reason not to have the choice

Be good if you had a crim character that decided to turn their life around, change the name so they can blend back into society

Yes it most definitely should. If you do a deed poll in real life, then your birth certificate is still a part of your legal identification. The deed poll (which is just the little piece of paper) purely exists to say that you are no longer recognised by that name, BUT are still the same person with the same past, accomplishments and crimes as you were before the name change

3. A referral by the Police CID unit for witness protection purposes

This is the only way currently to change your name in game

The reasoning I believe is so people don't just change your name on a whim (Which we all know will happen) If you come with a suggesting then might help instead if just writing the problem without a solution.

Will also need a system to track criminals making name changes so their reports don't add up with their names.

I would say just have it locked with something that you'd have to go through a solicitor for. Put in a fee, set the ruling that you have to go through some actual roleplay with the solicitor maybe, maybe even you have to actually demonstrate text messages or tweedle accounts to confirm that you actually use and identify with that name.

While I understand the possible concern with people changing their name on a whim (which I 100% agree would happen, even if you did put extra loops to go through), I don't feel like the possibility for some high quality roleplay with people changing their names (Whether it's simply because they no longer like the name, they are undergoing a gender transition, or they are trying to escape from a dubious past) should be disregarded becuase of the possibility of people using the system for less RP reasons. 

As far as the system for tracking name changes goes I'm not fully sure, as I'm no developer. Could a system be made which would, upon legal recognition of an individual's name change, correct all previous iterations of a person's name in police reports, or could putting in a person's up to date name flag on the system that they had a previous name legally?

How is it even that this works with the current systems, and is there any reason that this couldn't work too with a new name change? Someone who has changed their name through marriage could still be a criminal. 

If any of this came across as hostile I apologise, I just think that having the option of changing your name legally could create some good new options for RP, and would only help to expand the server in both the directions of fun and realism.

 
I agree with this as I have a character that has turned his life around from being a criminal but now has been fired from the courts as a solicitor mainly because of his record so I'd say as long as it can be tracked then +1.
