Name of the person you are reporting (in-game name): Mister Sinister
Time & Date this happened: approx 23:00 12/01/2015
Description of what happened: First let me set the scene - I have a bounty of 225K and I'm wearing a helmet that completely covers my face (important for later).
Minding my own business on my way from the garages in Kavala to the hospital I pass a grey SUV going the other way. As I get closer to the hospital and a possible theft opportunity I notice the car has followed to me.
It pulls up and at this point Mister Sinister steps out of the car and asks me my name (meta game alarm bells begin to ring). I give him a completely made up one and at that point he then says "he has someone matching my description around here", when I mention my helmet it goes on to say "he was wearing your outfit". At this point my meta game alarm bells are in full swing and I decide I've had enough.
I knock the guy out and give him a standard set of directions to follow (drop gun, face away etc). He doesn't comply, spins around on the spot and opens fire. We trade bullets, mine of the lethal type, his of the rubber type and I survive. I then change my outfit (to a blue tshirt, no mask/helmet) and continue about my business.
At some point later I notice him near Kavala bank, he approaches me and says "oh hello charlie brown" and knocks me out and while I'm down he says "I remember you shooting at me earlier". To me, this is pure meta gaming, he didn't even establish in our first encounter that I was charlie brown, now in the 2nd one he recognises me instantly and knocks me out.
Have you tried to resolve with the player before posting?: Yes, I questioned him via side and text and his defense was that he recognized my voice. You will notice in the video that I don't speak at all leading up to our 2nd encounter. This is on top of the fact he hasn't established who I am in the first place. I don't mind if I get arrested via fair play, I didn't even have anything valuable on me which I'd lose, I just can't stand the fact these meta gamers get away with it.

Summoning @TI Ben and @Mycaelis who also experienced this guy's amazing ability to spot a criminal at 50 paces.
