If you go to the main Airfield, there is an ARAC sign on the map.
You can by the license from the NPC in that area. 

Please note that the license costs £1,000,000 to purchase.

Once you have the license, you can buy the uniform and the ARAC Offroad.
Then just stock up on tool kits and check you mobile messages for people in need of a mechanic.
