make fights between gangs limited with members - 6v6 or 10v10

Might help if you can explain how you would enforce this or make it possible? 

I have seen it elsewhere like only 6 can go up against police but that just ended up with 6 v 40 but yea needs a way to make it enforceable/work otherwise your going to have say a group who don't want to war so they allways make sure they are in a group of 10+ so they can't be started on, therefore killing rp to happen ?

Has some interesting outcomes if somehow was made to work
