Quick description of what happened: everytime the server restarts recently i loose money, guns/ attachments and most of all both of my helicopters from my garrage

Look again,he's a cop. Police don't spend money on anything,but coffee and donuts. Their bound to have lots of money because they get everything(uniforms,guns,vehicles etc.) except food and drink for free.

He probably "plays rebel" when he's off duty. I've noticed a handful of cops around that do that. Personally I don't like it.
