Hi. I had this idea when my car was stolen or just dumped to mess with me. 
In GTA online you can choose if you want randoms or friends to be able to drive the car.
So when a random steals the car you'd just enable friend mode and they'd almost get ejected. This seems similar to a lojack system.
So implement that in a dev kind of way. You'll be able to track the car and disable the engine. 
Maybe add it as a purchasable option in the mod shops or exclusive for the mechanics.
That way perhaps criminal gangs can buy like a lojack remover/hacking tool to get rid of lojacked cars.

I'm confused to what you think a lojack is. Nothing in the world can 1 kick people out of a car without car getting destroyed ofc. Also LoJack has only one capability of GPS signalling a car without using battery. 

Reasons why this seems terrible Realistic view:

LoJack can not stop a car. Its benefit of not being able to stop a car is it is hard to detect.

OnStar can stop a car however its very obvious if someone has that. 

Change suggestion:
Have 2 options
LoJack - Unable to kill a cars engine however no way to know if car has it or not.
Onstar - Can very easily tell if car has it therefore know if need to be removed.

both have GPS locating
 

Counter - Both of them have same counter. Its hard to obtain/expensive (time or money or resources). This then favours those with LoJack as no one wants to waste one on a car that in end didn't have it. Whereas OnStars benefit is they can disable car. OFC like IRL this could be locked to police as irl police have to ask Onstar to disable it. Could add a new thing for people so ANPR tells you if onstar is on the car. However this then also deters criminals from using OnStar as police can disable car.
Ofc the Driver can restart a disabled car but it should have a little time consuming

Yeah that's my bad! I mentioned the whole kicking out thing as an example of what's already existing within GTA. Which maybe a dev could use to work with.
We don't really have these systems where i'm from hence the confusion. 
Great suggestion change!
But a LoJack and or Onstar option would be cool to see as it creates more jobs to mechanics and officers of the law. 
And gives people a sense of hope of actually getting their car back before the storm hits.
 

 
This will ruin the element of RP in my eyes, since you cant exactly jsut eject the driver irl, Disagreed.
