Original Suggestion:

Since joining the Police on GTARP I have notice that when on patrol it can be a bit quiet at times which does not give police officers a lot to do. 
However, having played LSPDFR in the past, I know there is some functionality that involves locals/npc's committing crimes and letting police officers respond to that.
This might be a good way for police officers to fill the larger gaps in between crimes committed by actual players.
Now I am unsure how easy something like this is to do but if you could allow locals to commit crimes on the GTARP server it would allow police to keep busy in times where player crimes are at a low.

Implement a faction scenario system to allow the factions to interact (with different scenarios) with NPCS/AI. 

Any comments please suggest scenarios which could happen (NHS / POLICE Example: A failure to stop vehicle, drink driver AI etc)

If there is more stuff for police to respond to the more police will log on, the more police that log on will most likley bring more players. 
I am sure it will be a fair bit of work but can certainly see it being worth while.

 
Really like the idea, it is not something I can produce quickly especially since my fingers are at the minute in so many pies and systems, but added to the list of todos. If you have any specific suggestions of "scenarios" please comment!

I want to do the same sort of system for NHS as well, micro scenarios where they have NPC or civilian interaction so any ideas for that will be good as well!

NPC missions, especially as NHS, would be awesome (and possibly coincide with a way of seeing all currently active calls? 😛) and allow for a few more specialist rescues, as well as joint NHS/Police adventures! I'd love to see it.

I've made a nice list of suggested scenarios/mission below, and who it is relevant for (NHS/Police/Both). Currently it just has my ideas on there, but I'll update it regularly so that everyone can look to see if their idea has already been suggested!

NHS:

  • Search and Rescue

    Details: Lost NPC wandering around an area. NHS need to go and find him/her and bring them back to the hospital to complete.
  • Location(s): Mountains, desert, anywhere off the beaten track

[*]Unconscious Civilian

  • Details: Standard medical mission. Unconscious NPC that needs reviving and can be transported back to hospital for extra reward.
  • Location(s): Los Santos, Paleto Bay, Sandy Shores

[*]Industrial Accident

  • Details: Have you been injured at work, and it wasn't your fault?
  • Location(s): Mine, lumberyard, metal works interior, etc.



Police:

  • Non-injury RTC

    Details: Car accident involving 1-3 vehicles and 1-5 NPCs. Some may be fighting, or intoxicated and require arresting. Cars need to be recovered, and NPCs interacted with (calmed down, arrested, etc) to complete.
  • Location(s): Any road

[*]Prison Riot

  • Details: Riot at the prison! All rioters need to be "dealt with" to complete.
  • Location(s): Prison

[*]Fail to Stop

  • Details: Vehicle failing to stop for police.
  • Location(s): Any road



Both:

  • Injury RTC

    Details: Car accident involving 1-5 vehicles and 1-5 NPCs, some of whom are injured and others who may be fighting. Cars need to be recovered, and NPCs interacted with (calmed down, arrested, reviving/transport to hospital, etc) to complete.
  • Location(s): Any road

[*]Prison Inmate Needs Medical Attention

  • Details: Prisoner needs transporting to hospital. Police needed to provide escort. Percentage chance for other NPCs to try and break the inmate out. Prisoner to arrive at hospital to complete.
  • Location(s): Prison

Tasked for development, so expect this within coming updates - no time frame likely something we will start basic like fires and traffic stops etc and expand in future updates
