Legion Square / Vespucci Bank

Legion Square/Vespucci Bank robbery time is at something stupid like 1 hour. Needs to be reduced but at the same time remain at a suitable time so people don't just go in there, rob it and leave. 

My suggested time is 15 minutes. Based on location, high risk etc. this is a suitable time in my opinion.
