Kicked from the S1 everytime i join

So my friend is being kicked very time het tries to join.

So does that mean he is banned ?

If he is banned it will be obvious as it will say ban, however his steam account may be less than 30 days old or just his long to the server isn't good enough to connect

He has joined before its saying that he is kicked by Aiden everytime he joins,  his account is like 11 months old.

That mostly then sounds like he is banned. Then he needs to fill in an unban appeal here:

But he has tried it like 7 months ago in 2017  but now its saying he got kicked/banned in 2018 so,  what is going on?

it will have a reason or it with be a number that corresponds to a rule, for example admin kick [Admin Name] reason 2.4 appeal at roleplay.co.uk

Get your friend to read through the rules page fully  and the he will be up to date with all the rules and know which rule(s) he broke - it is also a requirement to know them and to read through it when going through the unban appeal process. Hope this helps
