Impound request option of stolen NPC Vehicles

Brief Summary:

Anyone BUT AN IMPOUND WORKER be able to submit an impound request of a stolen NPC vehicles for impound workers to impound (as an actual job). Why? NPC Vehicles are constantly stolen and then abandoned in the middle of roads and streets; some despawn, a lot don't (in high populated areas) this is due to vehicles being so fragile until their upgraded and obviously you cant upgrade NPC vehicles. (Maybe add in Rented cars That are Disabled/Brokendown)

Detailed Suggestion:

Impound workers can accept player called jobs of stolen/abandoned NPC vehicles by 3rd eyeing the abandoned vehicle (where ever it is) and then select request impound, this would mean for these specific jobs a feature would be needed to also added on top so that when impound workers accept theses player called jobs, they don't need keys (but that feature only activates when they accept that specific job for that specific vehicle) 

For this to work, Impound workers would need to be able to get paid exactly the same or slightly more(1k - £500) than a job requested from the npc at impound (from the gov or where ever the money comes from)

Why add this feature?

Every Tsunami we have LOTs of impound workers (at least 30) grinding those jobs for (£3345~) and (£7500 police impound jobs) so why not add a feature where it mitigates the problem of abandoned stolen npc vehicles left on paths, in the middle of roads or just random areas in general by making this a feature and also adds more content.

The Pros:

  • Streets are cleared from abandoned/stolen/rekted NPC vehicles
  • Improved server performance or stability (maybe)
  • Impound workers actually provide value and are actually useful to the server (instead of them just grinding npc jobs for cash and exp)
  • encourages them to accept player requested jobs (since they get paid, maybe slightly more even)
  • Only players who are not currently signed in at the impound can submit requests for an impound (reduce chance of exploiting)
  • Encourages players to buy their own vehicles so that their cars cant be impounded



The Cons:

  • Would have to find a way to make it so that only STOLEN NPC vehicles would be allowed for the impound request (otherwise they could go up to any npc vehicle and request impound)
  • 2 players could exploit this system by one signed in as a impound worker and one signed out, Civ goes around submitting requests for friend who is signed in to collect vehicles | TBH i don't believe that's an issue since they would be cleaning the server/streets ;D and they would have to split pay | (It would only be an issue if players could impound request non stolen NPC Vehicles
  • Player could be using that stolen vehicle and left it todo something, it gets impounded, leading to them trying to steal another car (Tow truck drivers would have to be in the area for that to happen)
  • items that were stored in stolen car trunk or glovebox would be destroyed 



Does this suggestion change balance on the server ?

YES

  • Doesn't change any key mechanics and if implemented with most of the measures mentions to avoid economy breaking exploits, it would just be one HUGE Advantage for the server as a whole
  • provides content and reduces the amount of annoying abandoned stolen NPC vehicles left all around the city.

I personally agree however, I also think only the impound driver should be able to request it. 

For instance, if it has been left there for 5 minutes or something as I have driven past many cars that the police haven't seen or such. I'm not 100% sure why we are always awaiting the police to call for us as they're not doing all the work of driving it to the impound. 

 
I like the idea of players other then police being able to impound vehicles but I would rather see this as a controlled group of Highway workers who're whitelisted in that role rather then just anyone as other wise the system is simply too open to abuse.
