Could we get someone to control the impound lot as we all know it gets rather messy down there. it would be great to have someone who can tidy it up or make sure vehicles are being put away or tidy it themselves,  rather than cops coming down every so often

I feel like this would require quite a lot of Dev time for something which will not resolve the issue. One person would not be enough, hiring people would never guarantee the problem will be resolve however potentially reduce it. 

With this comes more questions, would it be a private company. If its by Council who would overlook it. Would there have to be a structure. Is someone really going to want to spend all day at the impound just storing vehicles...

I see the idea I just do not feel like this is the solution to it and instead should be something that does not need to be managed, just my opinion on this.

Creating an organisation for it, of senior mechanics who get a pay bump over and above l4 for doing it, would be a great start. 

Could be Los Santos city Council or whatever, in hi vis gear or overalls just tidying the yard and doing some work on people's cars too, as a qualified mechanic, if needed.

If you want to extrapolate further let them go out in a flat bed and clean up the various abandoned taxis etc and sort all that out too. Even have a small dedicated team to do it. They can do their own repo work or badge cars for others to come and collect.

I would really like to see a role of senior mechanics or people who control the impound lot but I think it will most likely come by people taking on this role themselves and then an organisation being properly added after they've demonstrated good RP for a period of time. +1

Bit hard to do in practice if you can only move the trucks and not despawn them. Its not exactly an rp centric role either, im not sure if someone would enjoy being the janitor..... hence the pay bump suggestion. I could be wrong tho. Some nutter might strap on his hi vis and go do it
