This is an important communiqué directed mainly towards rebel groups that participate in Treasury heist scenarios.
The breakdown (or just straight up lack) of RP has always been a point of frustration for both rebels and cops involved in these situations. When the charge is placed and the clock counting down, it creates unease with regards to rebels true intentions. As such, the police are implementing a new approach.
As of Saturday 28/02/2015, as soon as explosive charges are placed on the vault, police will consider this and end to negotiations, withdraw the designated negotiator, and engage in combat as necessary.
The reason this change has come about is because typically (not always) negotiations during the charge countdown have just been a stalling tactic. It allows the rebels to spot police, safely take positions, and ultimately attempt to escape with all the gold.
With the new approach, I would like to think that more focus will be placed on the negotiations themselves.
This implementation gives both rebels and police certain assurances. So long as a charge is not placed, the situation should not turn hostile. It creates a beautiful 'buffer' time for genuine negotiations to take place, with trust from the police that it will not degenerate into the usual mayhem. Depending on negotiations, charges may be placed, and the agreed upon amount removed.
Of course those who choose to message the police 'All officers seen within x distance will be shot' will be engaged as usual, but I would like to think that this 'tactic' is viewed as cheap RP, and not become a more common situation.
I expect the community to respect this decision, and appreciate that it is an opportunity to carry out RP in good faith that they will not be engaged unnecessarily. Consider it a safe time where both parties can comfortably trust each other.
