ID cards from City Hall instead of Shops

A really simple change that will lead to functionality that makes way more sense.

It makes little sense to sell identification at a shop, makes sense in a city hall type environment. Especially when anyone can be passed an empty ID and use it to display their own details.

A minor immersion based suggestion. A shop wouldn't provide ID, a government body would.

When buying an ID card from a shop it automatically gets assigned to the person who takes it out, it doesn't give a blank ID card. The only ones that are blank are ones from before metadata was added to them and ones in the shop storage (since ofc they need to be blank to be able to put them into the shop front).

Ranger gear locker gives blank ones FYI.
