I'm assuming the handcuffs icon is related to the police and crime? If there is an amount of money, what would that be in relation to? Do I need to pay it somewhere I don't know.

Noon question I know but I'm still getting used to RP servers and couldn't find anything about what the icon means

 
The little hammer, if you're in the Police is how many criminals without a bounty or warrant is out for their arrest at the current time. 
Handcuffs with the little the numbers, is the amount of money you're wanted for.

It's just a representation of your 'wanted level', if you will. Certain crimes will be added automatically (if you kill somebody) and some must be added manually by police (escaping police custody). Police will also be able to see a specific breakdown of your crimes on their interface, so if you are caught, prepare to have the charges against you listed.

I'm not certain how well it relates to fines handed out for minor crimes. e.g. You receive a bounty of £50,000 for vehicle theft. When caught does this translate to a £50,000 ticket? @Wills Kingis a diligent officer of the law and surely can answer that.

Certainly though, once your bounty is high enough, no ticket will be offered and you will be sent to jail.

There are also Bounty Hunters on the loose (at least I think they still exist), and if they manage to catch you and hand you in, they receive 50% of your bounty value (as far as I know).

Please correct me if I'm wrong anyone!

 
Your bounty doesn't directly translate into a fine amount.  For example, vehicle theft is a 50k bounty but a max ticket of 40k (per instance).   Bounty Hunters don't exist anymore on the server.  

Obviously with good RP etc you can talk you way out of / lower the ticket amount depending on how nice the officer is.    If your ticket is over 100k then you'll be off to prison regardless, there are some offences that are instant prison as well (I.e. Murder)

@HQ_Joker As @DainMKstated, that is an representation of your wanted level. However, all crimes automatically added to the wanted list (By those pesky cameras that can see everything), are £50,000. However do not be afraid! Sadly, this camera system lies too you, and the ticket for these crimes is not reflected by that number. For an accurate list of fines, please see this document, which along with explaining police procedure, will give you a complete list of fines. The only catch is that if the fine is greater than   £ 100,000, it is a prison sentence. However, this is completely dependent on the situation, and is left up to officers discretion in most cases.
