How to do I apply for a gang base?

Hello, I don't know how to apply for a gang base as It wont let me PM ciaran like as it says to do so on the forum post about the gang bases.So how do we apply for one?

What's your gang? As stated, in order to get a gang base you need to have 15 active members and members have to be mature and understand the server rules. The reason gangs like PMC didn't get a base is simply due to them inviting anyone and everyone.

Gangs not showing a level of maturity that is expected of them or gangs who have been blanket banned, shown poor role play etc. Will simply be ignored or declined upon a request for a gang base.
