How do I install this mod and how do I become a member?

This server requires no whitelisting and no mods, it uses the vanila Arma 3 version

As said above there are NO mods required to play ALUK servers, HOWEVER you can download the option mod pack which will show some cool skins exclusive to ALUK.

You may have experienced trouble joining the last few days because of constant server versions changing to beta versions of Arma to assist BI in creating a stable Arma. We are now in stable version so this won't matter anymore.

Yes it is! It acts as a launcher aswell.
