How do I color my car?

Hello,

so I have been experiencing some difficulties in the Respray Shop, I go to one, next to Kavala, I park right besides it.... but then what? I try pressing the Windows Key on the car, MMB, Scrolling Down, found no option to respray. I know I'm doing something wrong, or targetted the wrong entity when I scrolled down. If so, can anyone appoint me to the right entity that I should use the Scroll Menu/Windows Key on?

It's been broken/disabled for about 6/7 months. It's supposed to be fixed with the new framework!

Ah! Didn't know that, I recently lost a purple colored vehicle, so I had to rebuy the car. The red color really sickens me. Thank you for your answer, I really appreciate it Hope the new framework will take place soon!
