How can I buy a cargo HQ, what are the usually used for ?

Ive seen those cargo HQ and they sound pretty interesting, what are they used for exactly and how can I buy one ?

They are 3.5 mil I think, just like a regular house where you can store your stuff  you need the home defense perk to buy one

@Young_Cuz They differ as for 5 mill you can buy an upgrade which lets you pull out air vehicles (MH9) from the roof
