Summary: Hospital Elevators Bugged

Full Description:
This issue occurs on my police character however i assume this is the same for G6/NHS. When the elevators are set to locked this should only apply to civilians however when we set floor 1 and 2 to locked it then locks it for everyone including the police. We then need to unlock it to go down
