As I understand it - there are a few new skills relating to healing different types of injuries. I imagine that as these skills progress your character uses less items to fully fix injuries.
I think it'd make sense for NHS personnel to have these skills somewhat progressed (or even maxed) as part of their whitelisting/training. This would also alleviate the issue of medics having to use a lot of equipment to treat several injuries assuming that progressing the skill makes you use less equipment.
I understand that as medics patrol and treat patients - they are naturally going to have their skill progress as part of their patrols, but for all existing medics who have already clocked lots of hours on patrol, it's weird having to roleplay not being effective at healing wounds.
