After speaking with others and seeing this on other servers I truly believe that handcuffs need a cheeky rework for many reasons...mainly balancing.

Breif Summary - 
With the current handcuffing system on the server it is very easy to cuff someone and once they are in them they literally cannot do anything other than walk. This is effective and good for police however is quite OP and as many know once you are bound to cuffs you are done for. Therefore I believe a system rework where people can run in cuffs (not at max speed) and a mechanic where people can escape the cuffs as they are being put on them could be implemented for server balance. The below refers:

Running whilst in cuffs - 
Firstly, people currently do not have the ability to run whilst in handcuffs and they can only walk at a slow speed which is a bit stupid and is quite unrealistic as once the cuffs go on someone they are basically a puppet. Therefore I think that people should be able to run (not at full speed) but at a better pace whilst handcuffed which in turn would make it a harder job for police officers to take control of situations but also encourage further escapes and alternatives for criminals. This could also lead to further punishments being endorsed by police such as "resisting arrest" as currently this charge is usually misused by mistake or lack of knowledge. 

Resisting the cuffs - 
Secondly, similar to how the new repair system works on the server whereby a ring spins around and if timed correctly you can then complete a repair I believe that it would be soo much more fun if criminals had the opportunity to further resist arrest and wiggle / resist in roleplay by "breaking out of cuffs". A short video below shows an example of what I talk about which is on other servers. Don't get me wrong this would be frustrating as hell for us cops but at the same time allow people to escape and continue a further chase and have that additional level of a situation being made more fun and creative for both parties. This would also encourage cops to manage their DP in a more controlled way and add further charges within RP of resisting arrest etc.

Pros - 🟩
Much more balance between the factions 

More alternatives for roleplay and the situation where crims are making off / resisting to be extended instead of once your in cuffs its endgame

Allows people to run and be more resistive of force in RP allowing further charges and consequence behind the actions in character. 

Encourages more footchases with criminals which tend to happen but end in taser warfare (airsoft)

Much more fun when it comes to dealing with crims / cuffing in general

People can now run whilst in cuffs allowing easier escape and more RP opportunity

Officers can RP that (escorting a handcuffed person is holding their arm etc and taking control to stop them from running increasing RP)

Cons - 🟥
New mechanic that people will need to get used to

Will take time to find the correct balance in terms of the script and if people can breakout multiple times, once found in the smooth spot will be good fun

Cops might be in disagreement with this implementation but overall I believe this will bring a huge balance

+1 To be honest i liked it when people were able to use emotes while cuffed (even though some were scuffed) i think that you should still be able to use emotes while cuffed and change the way you walk to walk faster and that would basically make the first point of your suggestion already implemented, as for the other point i do agree that maybe a skill game that is hard could lead to some fun scenarios.

 
I like the idea of them being able run but give officers leg restraints to use for the really awkward PIC so a very last resort sort of thing but yeah agree 100% let them run, as for the breaking out of cuffs not a fan of that as it’s highly un realistic breaking out of police issue cuffs as it will become really crap

1000% agree, what I mean by 'breaking out of cuffs' is that they resist when the cuffs are being put on and in turn 'break out' whilst the officer is in the cuffing animation. Mate once a set of rigids are on unless someone has a cuff key they aint getting them off so once they are in the actual cuffs as shown in the video thats it...however whilst they are being handcuffed to simulate 'resisting in rp' they get the opportunity to time it and break away from the animation if that makes sense?

Ok yeah no I like that idea somewhat, gives them a chance I think this needs to be made very challenging so every person you cuff don’t just resist then it becomes crap has to be a very fine line to bring balance and aids 

 
I know some servers that has the system where if you break out multiple times cops are allowed to go more hands on i.e. batons and stuff like that. Would be fun to see although i would say the more injured you are the harder it is to break out and be a skill you had to develop over time.

Would love to see it implemented - but can almost picture all the reports against criminals. Most cop arrests are not just 1 cop vs 1 criminal - it's usually an entire army of police, majority carrying guns and the second these cops are all aiming guns at you and you even consider running they will cry about NVL. Seen several folk get perm banned just for running from a cop with a gun aimed at them and not complying. That rule would need to be relaxed completely when it comes to these situations.

+1, think it'd be cool to see "Resisting Arrest" added as a skill where the higher level you are, the easier it will be to escape.

 
Not being able to run whilst cuffed makes no sense, almost feels as if a magic set of leg restraints get put on you when you're cuffed. Big +1 there.

It'd be cool to see some sort of mechanism added to the action of handcuffing/escorting someone - as anything that could lengthen or add to the roleplay is always great. I think it'd be awkward to find the right 'sweet spot' as you've put it.

The biggest issue I could see is making the difficulty of the 'hand-cuffing minigame' match the context of the situation, for example:

<When I make reference to difficulty - I'm referring to the difficulty of the circle minigame that appears whenever you do actions on the server. Higher difficulty --> smaller 'win' zones and less time to react>

  • Person A (a cop) goes to detain Person B (a criminal). Person B has been ordered to put their hands up, and complies. They're standing fully upright, conscious with their hands up. Person A goes to cuff them. To me, Person B has every opportunity to struggle and resist arrest - if there was a minigame added to the cuffing procedure, it'd should be at it's most difficult here for Person A to fully detain Person B.
  • Person A goes to detain Person B. Person B has been ordered to put their hands up, but they flee. Person A gives chase and is eventually forced to tackle/taser Person B.  Person B has been partially/wholly incapacitated for the duration of the upcoming interaction as result of the taser/tackle. Person A goes to cuff them. To me, Person B is unable to or barely able to resist - if there was a minigame for this, it should be a lot easier for Person A to fully detain Person B.
  • If some sort of interaction was possible in this regard - maybe it could even take into consideration each players strength level? Makes sense that strength would play a lot into this, and giving a skill another use seems like a good thing to me.

I think it'd be cool to allow detained people to still walk slightly whilst being escorted. It would allow for people to continuously try to resist being moved around, instead of just being 'lifted off their feet' as it is now.

If anything does come from this suggestion it'd be great, all challenge for cops goes when dealing with singular detainees once the cuffs are on.

Oddly enough NVL also applies to crims, yet day in day out they still run with guns pointed at them, sure the Police procedures state you shouldn't shoot someone unarmed but that doesn't/won't stop them, the perm ban you're referring to has a lot more context to it than that, including a series of other bans for similar acts of stupidity, that person knows that so that point is irrelevant tbh, in regards to NVL I love this rule, it's probably one of the most basic yet the best at the time same time, if you're at an obvious disadvantage with your characters life on the line, value it simply put, I love this suggestion of resisting however because cops should only have tasers drawn when someone is unarmed, thus allowing a fairer chance for crims to escape, I also feel like a taser rework should be in order as well to prevent spam tasing, which is another shitty thing cops do.

 
+1 really like the idea, Allows it to be a little more realistic instead of police just cuffing with no way for the suspect to resist.

That was my point, a criminal breaks from cuffs and runs away from several police then there would be the fine line of not valuing their life. As soon as that person breaks free a cop's going aim a gun(s) or tasers at them majority of the time instead of chasing. I wasn't referring to any specific perm ban? I have been on RPUK Fivem just on/over two years and i'm talking the countless bans I have seen regarding a criminal running for their life from a group of armed cops or other criminals and getting moaned at for it (so I personally have zero idea who or what ban you are referencing or the relevence of it). You have mentioned "cops should only have tasers drawn" i wish this was the case and perhaps 6 scenarios out of 10 you could be unarmed but still see a gun aimed directly at your skull, would love to see that change but it's just how shit is and always has been.

Regardless, I feel there would need to be some slack to NVL in these scenarios at least or it's just going to be person escapes cuffs > person tasered or shot... OOC chat demanding TS -  adults crying about NVL / adults crying about being tasered after escaping.

On the same level the cop should have a skill how effective they are, since restraining people is a training irl

Ngl i read that original comment about breaking out with multiple. this makes more sense however both me and @Smithhad a fun chase where he accidentally let the wrong guy out of cuffs and spent 5 mins on foot chasing. then 3 mins later saw him again and chase continued. It all depends on situation and the officer. example that guys offence was stealing a police car with a pic in it. So we definitely disnt need firearms. we tackled and had bargy and hid in bush. so overall this is a dependent on person.

That rule needs to be relaxed, yes police do aim guns, and when guns are aimed the suspects should value their life, but is the cop really gonna shoot a suspect running away with their hands empty/up?

Also make it impossible to break out of cuffs while being downed, i imagine on first implementation that would be forgotten and some will do it to annoy us while being injured.

It was a great chase and my escape at the end was the cherry on top. I would personally love to have more situations like this and being able to resist cuffs would make that possible.
