I am just wondering what if someone is holding me up on one of your servers, am I allowed to shoot them with a legal firearm? Will I be arrested?

No, if you say it is in your self defence then it is fine. You are aloud a pistol for self defence but no assault rifles.

you will not be arrested if you go to the police station and say what you have done, but if you don't you may get pulled over and questioned about it. 

it is best that you turn yourself in as it makes the officers job a bit easier and your ticket may be reduced.

Well doesn't make your job easier, it gives better chance for  more diverse RP opportunities when someone is pulled over about it

that is true and who doesn't love a good chase with the sirens going , but to be responsible you should turn yourself in.

To be responsible and intelligent, I wouldn't place my self in a greenzones where the cop is untouchable as I will prob be powergamed without letting me RP out of it and still win regardless, how petty the crime might be.

not everyone does that though if your spotted in a GZ (by police apr a vechile or a tip off) you will be questioned there, but i do understand what you are saying.
