Provide a full description of the bug: The solicitor dispatches that would send judges and solicitors a text message in game, no longer do so. They still send a message into the courts discord but no longer do so via the in game phone.

Dates show in the evidence show dispatches coming through at 20:41 to discord and not the phone.
