Getting a rebel license

Hi guys. I might be missing something but how do I specifically get a rebel license and all the other perks that come with it. I went to the rebel outpost under the impression that I go to the standing man next to the helipad and then start buying things. However, I couldn't get any 'action' out of him. IE scroll wheel or hit space when near...I had no problem with the rebel market man etc ie it pops up as text in the middle of the screen and you hit space to start buying things...i was dancing round the other guy to try and get an option to appear...any help would be appreciated...

What you need to do is get a Rebel License (500k) which can be bought at the top of the Rebel Outpost, in the tower. Once you do that you can get all the options

Yes you do, once you get the rebel license you will be able to access the cash point ( at any NPC) at the rebel outpost
