Description of what happened: Pretty obvious, spammed 999 to clear Kavala Garage spawn
What Rule Was Broken ?: Spamming 999 (It's there somewhere, can't find it...)
Have you tried to resolve with the player before posting?: Nope.

PS: He was doing this for a good 15 minutes
