When you mean lagging go into more detail... whats lagging whats slow ? is this arma or just altis life, please explain your experience a bit more.

 
Atlis life is lagging not tryed anything else barley get 10fps... N running a new single system hp touch dcreen with mouse n keyboars

 
Link to the HP Device maybe? Certain graphics cards may need a patch to be installed, or may not be powerful enough. (Most touchsmarts do not have too good graphics.)

 
If its low FPS, its probably going to be 75% related to your processor specifications on your computer, it's unfortunately a big problem with how the Arma3 engine is coded.

If you could list your computer specifications, that would be awesome.

From your run menu, type: dxdiag

Let the tool load and then click save all information.

Can you copy that information into http://pastebin.com/or something for us?

It will give us an understanding of the hardware in your PC.

 
That link has multiple configurable options, but either way, looks like its got either an i3 or and i5 with relatively average clock speeds, but the killer I think is the integrated intel graphics card. I just don't think that PC is going to be capable of high performance gaming, or running resource intensive games like Arma 3 that well.

FPS is usually PC related as Mycaelis has already said. Altis Life is also one of if not the most demanding game types available for Arma, which is a demanding game itself.

I've got a very nice system but even that struggles in Kavala occasionally.

Edit: in regards to the systems you've linked, I'd go for an I5 or even an I7.

i still use a pentium g640 with a old gt 640 with 8 gb of ram and i get a from 25 to 35 fps but still playable it just the server lag for me. but i must say i rarely use it to play arma 3 tho.

 
With a budget of £600 im afraid you wont get much, probs get you an amd system which will only up you fps to maybe 20 odd! Arma 3 is very demanding and ppl do struggle for a solid fps!

What you would need to consider is a 2nd hand gaming pc with good specs for that budget

 
When you do find one, type into youtube the proccessor and graphics card running arma 3 and theres usually reviews on how it runs and how many fps you would get
