I like this idea but after some thought there are some concerns I am interested in sharing to see if others also see them as problems and if so, what could be a possible solution.
Possible Issues
1. With people now running around on foot in gunfights and people in cars at a disadvantage if they wanted to shoot, this really gives vehicles 3 options, try to shoot out of the car in first person, get out of the car and take part on foot, or try to ram the people on foot using the vehicle as a weapon itself, I am worried that the last option might become a bit too common in fights leading to a meta of just running people over as they are trying to shoot on foot.
You could argue that people on foot could just get on roofs or behind a bollard/wall of some type as protection but that would only work if the vehicle didn't catch you off guard the first time it tried to run you down.
2. Vehicles would start to ram each other at high speeds more often and lead to more "Rocket League" RP as vehicles would be less likely to take part in shooting and would instead try to disable other vehicles whilst going as fast as they can to avoid being shot. This would be done with the intent to force the other vehicle to stop in order to take an easy shot on a disabled target vehicle. People should RP their injuries after they ram another vehicle at 120mph but this would be difficult to enforce and in the middle of a gunfight, trying to RP an injury is not always peoples first thought when in the action.
Good Points
1. This would lead to more gunfights on foot as people in vehicles would be at a disadvantage when shooting.
2. Less vehicles would be taken into gunfights as people would be decamping to fight on foot, you would not want to be leaving cars behind so trying to fit as many people in one vehicle as possible would save resources and limit the possibility of loads of vehicles being scrapped.
We can't know exactly how players would adjust to this change but these are just some of my thoughts as it's a good suggestion and I wanted to be as constructive as possible, looking at more angles as to how this would affect the server.
I would be interested in more gunfights on foot but at the same time I don't want the server to become a VDM nightmare, being scared that I'm going to get ran over all the time when fighting on foot.
With every suggestion we should look at how it would affect roleplay, that is the purpose of the server and the mechanics of the server should be designed to enhance roleplay where possible.
Gunfights do not always have the best RP I'm sure we can all agree but they are going to happen and at the moment they happen a lot.
I am struggling to think of ways this would affect RP directly as it is a change in a mechanic that alters a player's POV but the knock on affect could be pretty big, it could lead to more police RP for criminals as they may find it difficult to get away after the fight, as there would probably be less vehicles in use at the time and it would be harder to evacuate your injured people for the same reason.
Less cars being used would also lead to more medic RP as medics would be needed on scene after a fight if there is a lot of injured that haven't been taken away.
I can see more dumping and robbing happening if the injured are unable to be evacuated and the police did not get involved for some reason, they are left to the mercy of their enemy. Execution and robbing should always have good RP involved but it might lead to more OOC disputes and arguments as not everyone will enjoy being dumped or robbed after a gunfight. This change would almost definitely mean that the group initiating a push would risk losing a lot more as it would be harder for them to save their injured if there are less vehicles, where the party defending might have access to more vehicles and if it's a turf push they would have access to gang parking to get vehicles out as they please making it easier to pick up bodies after a fight.
With less vehicles being used to shoot out of, the party that is defending would almost always be at a bigger advantage anyway as they would usually set up ready for a gunfight should they know or expect someone might be coming to initiate one. Meaning they can get into positions that might give them a tactile advantage e.g. a roof, alleyway, bush or simply behind a wall ready to fire from all angles.
Maybe this could even lead to less gunfights as a result of people not wanting to push because of the defending party having such an advantage.
In reality, I would assume, it would be very difficult to be accurate when shooting a gun from your hand in a moving vehicle, this change would mimic that difficulty and give a higher level of emersion to RP.
I am worried that VDM will become more common, though it is not a rule break itself I feel that if a car is moving fast enough to kill you in the middle of a gunfight it probably is not waiting around to RP with you and if it becomes too common then reports of RVDM might start to become more common too. With less people shooting from cars and instead shooting on foot, a vehicle will have more targets to run over should they decide to, because they are at a disadvantage if they try and shoot from the vehicle.
Conclusion
This idea has good reasoning but I am worried about how the change will affect RP, I can see good outcomes and bad outcomes, we don't know how players would adjust to this. This could lead to more gunfights on foot but it would have other outcomes too and with each situation the more likely of an outcome that sees people deciding to run people over and use vehicles as weapons more often. A gunfight on foot might be good for a little while but would also mean that less vehicles are there to take injured away leading to outcomes where people will lose items more often and some people will get upset causing a domino affect of upset OOC messages, picking at every action a player takes, waiting to find a reason to report someone. The next time they go to have a gunfight with the same people, a vehicle might run them over from behind mid fight without saying anything causing a RVDM report that may or may not be justified depending on everything going on in the situation at the time. However, the risk of people losing their items if they push might also deter a group from initiating a gunfight. With the amount of groups that we currently have in the server I would assume that we would see different approaches from different groups, with good and bad outcomes.
