So i have noticed that if i dont give my name they try and get it by testing my prints which are not on the system 
 what i would say is that everyone who is caught robbing a cash register or the pharmacy or any arrest for that matter then the police should be allowed to take your prints (after they have already been able to ID you) this will then help the CID for any full prints they manage to find obv a partial print would not be enough to apply a warrent for arrest! the full prints would obv mean that the person has attacked either the shops or pharmancy meaning CID would have enough proof alone to issue a warrent! this would then also allow the police to formally ID a person if they dont wish to give a name meaning that there would be no more test accounts been done and everyone getting records. obv this does not count for people who have just joined the city but will later be able to apply a personal police profile.
