This would Work, although there needs to be a few key features with this. 1/ The crafter has to choose the REG of the Plate, not the seller. 2/ Police need to have a feature to examine the VIN of a car on the interaction menu. 3/ ANPR Cameras should give alerts to false plates a % of the time.

3 great additions here. The ANPR cameras giving alerts on false plates a % of time counters the way people could just go through cameras without any tickets or repercussions. If they decide to speed, more of a chance their fake plate gets flagged and police get an alert to look out for that specific plate.
