Emergency Vehicles Lockpick/hotwiring too easy

Brief Summary:

Police patrol vehicles are stolen too regularly in this city

Detailed Suggestion:

I think the current lockpick/hotwiring of vehicles make it too easy for locked emergency vehicles to be stolen.  If it's unlocked then fair play, but when they are locked they should be double locked, especially firearms/specialist emergency vehicles.  And hotwiring should perhaps be a skill which is harder to be successful on the more expensive the car is or if it's an emergency vehicle.

Alternative/addition - Maybe copy off an RSPCA van, which has a tracker on it - which not only tracks where the vehicle is but you also need to input a code otherwise there will be the most unbearable internal sound until the code is input.

The Pros:

Prevents/deters emergency vehicles going for a joy ride around the city and disrupting Policing activities.

The Cons:

Everyone loves to take a Police car for a spin, for a laugh because they know there will be no consequence.

Does this suggestion change balance on the server ?

I don't think so, just means you won't see Police cars flying around the city at busy times just for the hell of it.

 
This goes for all vehicles. Hopefully lockpicking scripts gets overhauled in the future. 

 
I personally think you should have to get in the car then hotwire it. Maybe there is a hotwire script out there that means you have to actually have some skill in order to hotwire. Maybe a mini game?
