Electric scooters to replace Boris bikes

Brief Summary: Replace all boris bikes with scooters.

Detailed Suggestion: Its 2023. Boris bike are out dated and need to get with the times. Replace all of the boris bikes around the server with Electric scooters.

• People don't need to have been the gym for stamina (Not sure if thats a pro, might end up with unhealthy people)

If we can get the riding position fixed... This would be awesome, but I think it should be more like real life where the scooters are just kinda' scattered around the city, players could use their mobile phone to locate one nearby.

There could even be a "company" who owns them and is in charge of keeping them in good condition and charging them?
