I have some issues with this;
Firstly to quote the handbook on the 3 minute rule;
If you have witnessed the driver carrying an illegal weapon and is fleeing from a crime.
He was talking to an officer, something he didn't have to do, when he started getting ambushed.. there wasn't a crime as such, other than the "resisting arrest".
The kill was almost instant with the start of the gunplay, From a police perspective, and being told to you from an Admin, you should be suspended from using fire-arms for a week, and undergo some form of firearm training to enable Rubber ball only for the week following.
From a mentor perspective, you are supposed to be unbiased, the fact you were "pissed off" with him should not come into play. How can someone whom keeps grudges be fair in solving disputes, or dealing with issues? You're currently suspended from this, and I suggest you talk to Robert whom can give you a good talk about conduct.
You're walking a fine line for the actions you've taken, maybe you should re-think your strategy.
