Does lockpicking give you bounty?

Yes it does, if it breaks attempted vehicle theft, and if you get the keys to it, you get vehicle theft bounty!

It does. Vehicle theft comes with a fine of £20,000 I believe, and attempted vehicle theft (lockpick fails) is £2,500.
The in-game values on your bounty are slightly wrong so you can ignore those. The above fines are what the police should give you if you are caught.

You can get skills that make it so there's a chance you're not spotted and get no bounty.
