Right now when the dealerships buy a second hand vehicle they either hire the seller to the dealership so they can transfer it or they go and buy at City Hall and transfer it to the dealership themselves after.
If a dealership employee could just give an offer to buy a vehicle, by imputing the license plate and a money offer, with a prompt to the owner to accept or reject the offer.
This change will eliminate the need to go to the city hall to buy a vehicle. This could also cut down on city hall scammers since the people can use a dealership as a middle man. It would also allow the dealership to buy back cheap vehicles, right now if it is worth less than 20k you don't even make any money on it, due to 20k transfer fee.
