I believe things like this do not get refunded, as it is not certain that you were gonna sell it successfully.

I spent like all my money on getting up oil and if I loose it because of a hacker i believe that it is unfair if I do not get it back.

I understand your feelings about this and I agree. However I know the rules are like that for drugs at least. I am not 100% sure about oil however it is possible that is the case. I had the similar  thing with a HEMT full of coke when I got RDM'ed. Could not get the 1.2 mil compensation as it was not certain that I would have sold it. This is up to the admins in this case.
