Granted, but they would simply walk around Kavala and horde around vehicles, looks of horror as they can't take the backpacks.. They Simply stand around your car, looking at their reflection in your mirror with confusion and regret, after a week of this and reacurring nightmares of sad hobos just stood around you slowly lose sanity, to the point where you join them in there folly.

I wish there was a functioning fish market

I wish the police could have the new guns from the DLC
