Confused bounty hunter

Hi,

I recently became a bounty hunter and quickly found out how to restrain people if they're co-operating, however I have no idea how to restrain them if they've told me their name yet they're not putting their hands of their head. Does anyone know how to? and if you do please could you let me know?

You have to knock them out, then you can restrain them. Even if they are tazed, you still need to knock them out once more while they are on the ground. I Hope I could help.
