What im seeing is that that you already have a badly damaged Boat and then you have hit the Dock again at 30+ Kph. Im not seeing anything but user error here.  Is there anything else you can show me that can show otherwise?

Compensation Refused. 

This looks to much like user error. This is due to the boat already being damaged and you driving into the dock.
