Another person I met in game told me I should make a government ticket about since that's the only way to get it back.

Would I be correct in assuming you now have this vehicle back? I do have a feeling the player in question advising you to make a "Government Ticket" would've been referring to discord if anything.
Compensation requests are for something you may have lost for example: Suffering a loss due to another player breaking a rule & Server Bugs / Glitches.

Unfortunately I won't be able to check after restart. 

The reason I made the request is that the car might be most since it says: "out unkown" 

I'll check tomorrow if the car is in the impound etc.
