They're trying to say have you made a report on the Forums for the RDM.

If not, you need to do so and edit this compensation request with the correct information.

Not to mention, the video doesn't even show who was driving the car, so correct me if I'm wrong but I'm pretty sure the report may get denied for Insufficient evidence.

It also states in the Compensation Request you need to include the total value of compensation.

on the video you can clearly see who kiled me on botom left corner with the all server notifications and i will report that rdm situation

after he rdm me he went and body glihed me and killd jusus and it seid ::jesus was kiled by ruski::

 
I see there is no way for you to know who killed you as i was not in chat so ill accept - please message me or another member of staff on ts to have this completed

 
Denied - player does not play on the server anymore (no login for a month), and a total price of items is not included
