So I though it best to pop my head in the forums and explain what "this guy is doing to our server". I have been messaged by many, many people, all worried about what I'm up to. So, for those who care, I'm going to briefly explain what's in my head, what's planned. I will try the best I can to make these weekly updates, all I ask is you be patient, and please have some faith. I am listening, and I am going making changes.

So to start, what's my over all plan with the police? My conversion of the police comes in a few stages, the first being the basic structure for the force; there is now a proper ranking structure, with people in charge of different departments, the intention being splitting the workload and making so not one single person has all the power and makes all the decisions. The next is recruitment; with the lack of police a recruitment drive was needed, this is why there are so many new faces on the force.

This week im turning my attention to training and balancing out the force. One thing that I am very much aware that I have as one person put it "inherited" is the fact that the police have almost been militarised, the kit the police is admittedly a little extreme.

The weapons the police will have access too will be massively reduced and the PCSOs will have all weapons taken away by then end of the week. Guns are a last resort, an this will be a fantastic way of finding those police that can play without using them. Me and Wolfsky will be organising the training, again, with a big focus on role-play, I will update all you guys next week to let you know how thats all going. 

The one other thing I want to fix is this disparity of new features between the police, rebels and civilians. I'm very much aware that the rebels have very little voice, and civilians no voice at all. My intention is to create a round table or sorts, with three representatives the MP for Altis, and the Rebel leader. These three people will meet to discuss all three sides of the server, and make decisions accordingly. 

I hope this puts some peoples minds at rest, and if you have any questions regarding what Im doing please feel free to ask bellow, I will answer them the best I can :)

 
I like the idea, and hope it goes well.

I think the eagerness of rebels to just shoot everyone will probably be the hardest issue to resolve.

I don't feel that its the police that need  that much training / focus on role play, most I've met have been fairly good in that respect, I think its a large portion of the rebel community that could use the training and focus on role play.

I'm probably going to rub a few people the wrong way with this post, but hey, everyone's entitled to an opinion at least.

When you say the Rebel leader, does this mean all the rival rebel groups will have to agree up one someone to represent everyone, or will each group be able to have a voice at these meetings? Also, would these meetings be something that has to actually be roleplayed in game, or would it just be a case of them joining the same TS channel?

 
The same ts channel wouldn't be a good idea cause out of all the rebel groups there's about 20-30 people and you just wouldn't be able to hear anything

 
I guess this sounds really good Killer. You are doing a good job improving it and for us it's great because we can roll through the whole improvement proces. I started one week ago in the force and since I got only 1 training, it was a good training by Lewis though. I know pretty much all basics, but for exceptional purposes a training is a need.  As a PCSO you are not really in need of a 'weapon', altough I hope you don't sort tazers under weapons since those are a must for any cop. 

I still got some things to discuss about, but we'll sort that out later. Thanks!

i do like this round table thing, and now i speak from my rebel point of perspective.

if we need ONE rebel leader, then how come it, that we haven't voted for our leader?

we are many great rebel gangs, and i know some of us dont agree with each other, so why not say that rebel gangs with 4+ members could have one who sat with the civilan leader and you?

- or the gangs had a "table" where all gangs are reprensented (4+ members) and then there will be a person who have been chosen between each gang.

 
So giving the popos UAVs and Ghost Hawks while also inflicting the rebels with a new script in which destroyed vehicles don't respawn after a restart, allowing popos to shoot down helis and destroy cars like there is no tomorrow, simply because they don't pay for the shit they break, is your way of fixing disparity? 

Not to mention the fact that the Rebel 'leader' was chosen by you popos, rather than elected by us!

I think everyone playing as a rebel feels the same about not wanting a 'leader'.

It's a poor choice of wording basically as the 'rebel leader' is nothing more than a representative to put forward our issues from a rebel perspective, or wishes for things to be added to the server.......... That's where the ARCO, .45 pistol and suppressor have came from.

 
To be honest, any rebel leader or system of strict system of ranking or restriction completely defeats the objective of being a rebel in the first place.

Lessay, the ASR's Leader becomes the leader of all the rebels on Altis. Now, would it be against the rules to attack him or take him down? That would be stupid on some new level. I, as a member of the Bullshit gang, would love to pop a cap in any member of the ASR (especially Vertigo, oh yes - wait, is he even in the ASR?)

It's all part of being a rebel - being free and unrestricted.

Also, get this no vehicle respawn outta town and off Altis - it's quite frankly utter bullshit and will discourage any sort of proper battle between Cops and Rebels - too much risk.

I understand the level of realism Wilco and the team want, but I still stand with what i've said before - if what you're doing is working, don't try and fix it. Try to add to and improve it based on the community's thoughts - give people what they want, and you'll have a successful server.

I want a server where Cops & Rebels have an equal chance at taking over cities, where it's not just short periods of rebel takeovers, but where Towns are freely taken over and controlled for days on end, fought over constantly.

A dangerous world, but an awesome one :)

However, Vertigo is not with ASR, he has his own clan called Crows :)

If you read the above comments again. The Police are the ones who have a ranking system implemented not the rebels. Also the Rebel Leader is really a Rebel Representative. As Val said the wording was poor.

Nobody mentioned anything remotely like this. Also Vertigo is =CROWS= not ASR.

It's all part of being a rebel - being free and unrestricted.
You are the police and the rebel representative haven't ordered anyone around except their direct subordinates,so relax.

Agreed,that is quite unbalanced and considering the police crackdown on Sofia where the obliterated everything with Hunters and asault rifles a few days ago, it's becoming a math equation of bank account,assets and losses every time some tries to have fun and shoot something.(Within the rules of course.)

I know nothing of programming and even I know that would require alot of redundant work to make the maps change constantly every few days and would honestly break gameplay with how things are currently set up. Sofia is still the unnofficial rebel town though due to the lack of police station,so we all have that.

 
I agree with you Sovereign, but most of the stuff I was commenting on was about ideas floating around the forum, like the rebel ranking system.

Also, I certainly now know tha Vertigo is in the Crows... Learned that tonight, nearly led to being shot :)

 
Let's get some pointers down... there is too much bullshit here.

Certain restricted, trusted ranks of police currently 'have' UAVs, solely for the purposes of testing them for function and power/balance assessment. If they handle them okay, the intention is to roll the UAVs out to rebels too, in due course - though there will probably be restrictions on the number 'in play' at any given moment. If it's going to cause problems, I'll just remove them completely... but bear in mind that the UAV suggestion originated from.... ahem... the Rebel Spokesman, byVELTON. He (quite ably) demonstrated that they would be a useful tool for the cops, and a great tool for the rebels too. So I heard, listened, and reacted. This is *precisely* why we needed someone to 'speak' for the rebels at some kind of forum.

Ghosthawks. Balls. The cops don't have them. They HAD them (past life, different chief). There were one or two tucked away in cop garages after the changeover and someone tipped me off about them. They are all deleted. As are all the nightstalkers the cops used to have, some of which fell into civilian/rebel hands. All gone. If you see one, report it. They are all server-bannable, at the moment.

Rebel Spokesperson - I couldn't give a monkey's HOW you elect one or choose one. For all I care, you can compare dick length round the back of Kavala hospital, have a shuffling race round the Agelochelori stadium track on your arses, or just see who can sing the national anthem backwards the longest without passing out. You can agree a power-share, an election, a job-rotation, or a dictatorship in-game, out-of-game or on the fence. We really don't care. Just bear in mind that we need SOMEONE who can be a voice for the rebels at an occasional round-table between cops, civs, rebels and (sometimes) admins, so that we can develop play and balance the game so that it's fun for all. We don't have space or scope for every rebel group to have an individual voice at that meeting (it will become unmanageable), so you MUST pick one person, by whatever means you decide. Or not. In which case your voices will go unheard. Your call.

And please bear in mind that being a rebel is NOT a utopian dream of 'freedom and unrestrictedness'. You are an ILLEGAL organisation (whichever one you are in), but one which is rarely challenged head on by State powers, for reasons of not wanting to start a Civil War. You are NOT just a bunch of drug gangs, rapists, vigilantes or cop-griefers. You're supposed to have ideals, desires for political change, ambitions to change the status quo, and (sometimes) to cause mayhem or terrorism in pursuit of those aims, in order to make the State listen and meet you. By rights, the 'round-table' idea is technically not happening 'in-game' (because it wouldn't, really), but is here for OOC reasons of making the game more fun and interesting, so it's a bit of both. It's an opportunity to use RL to 'bend' the game laws and dynamics to achieve better RP for all, including rebels. But please don't make the mistake of just turning each rebel organisation into a self-serving drug and money laundering operation so you can swank around in Ifrits with your cocks out. That would be pisspoor. Have some big ideals and ambitions. Have a credo and a cause. BE somebody. Justify the trust we have in you, that enables you to possess the best kit on the server. Make Altis a place where being a rebel MEANS something, rather than just playing Fiddy Cents and his barons of snort. That's a gang, not a rebel faction.

I remember he was working on documents for new gear a while ago and I was looking forward to seeing more variety.

Yes byVELTEN is the Rebel Representative and I also attended a meeting with him as his second. The meeting lasted 5 hours and a small product of that was the new scopes,pistols and SDVs for rebels that everyone has seen by now. 

Yes he and I were working on documents(mostly for whitelisting)to augment the rebellion to have more variety(alot more variety) and a sense of balance with the police force as there are to many wannabe rebels just strutting about with a gun and a membership shouting "Fuck the police." and behaving like gang members(or simply RDMing like idiots) rather than being rebels.(Our documents currently have no confirmation or approval at this time however.)

As for the last part, people are probably scared they're toys are going to be taken away even though we helped to get some added.

On a final note, if your wondering why you see me talking everywhere on the forums and not byVELTEN directly he's not a forum guy so I keep him informed. After the 5 hours of talking in the meeting I assure you we are serious about our business here and eagerly await our next meeting.

Yes, and as you know i have been working on allot of different documents, and i have been taking my drivers license(not done yet) which is one of the reasons i have been less active on the forums and in game.
