Is it possible to change your characters name/surname once it's made? Like via deed poll via city hall or anything? I am wanting to change the surname so I can have the same surname as a friend as we are wanting to make a group using that surname.

Simply put, no. 

Currently name changes are only available through High Quality weddings.
